I'm not american but I ended up making my friends get interested about the wixoss cards which will have PriPara, what stores usually do sell wixoss cards?

Actually looking at decks and stuff, and I'm wondering if the basic Vanilla Beater Signi (3k LV1, 7k LV2, 10k LV3, 15k LV4) are of any use, or if I should stick purely to those with abilities.
I was asked what the purpose of limiting certain cards to certain LRIGs was and I couldn't explain so I just said it was for thematic reasons. But this got me thinking, it seems a bit too unrefined to be for balancing reasons. Why do they limit the LRIGs certain cards can be used with?

The oval in the upper part of the form contains the reciever's address, this one should be put on the envelope.
The box in the bottom part of the form if for my address, this is where I put the address of forwarding company.
Apparently, a 92 Yen stamp should be put somewhere (The form itself? The envelope? Will my country's stamps suffice as their value is obviously not measured in yen)
Will I be fine just mailing the filled form with my country's stamps?
Due to my experience in Japan and Taiwan battling against experienced selectors, there are quite a couple of tips. However since most of those pages have not been made, i was wondering if there is a preferred format.
For the pages about colors, maybe we could make lists of all the cards with those colors, in a table that says what kind of card they are. Like listing out all of the White cards: LRIGs, SIGNI's, Spells, and such.
